MEMORANDUM FOR: Members of the NSCIC Working Group
SUBJECT: Next Meeting of the Working Group
1. Reference is the memorandum of 6 April, subject as above,
which set the next meeting for 25 April. This date was premised
on completion of a revised report and recommendations to the NSCIC
on the three crisis situation case studies, but the committee which
is preparing this report will not have it completed in time for
review before 25 April.
2. The meeting has been rescheduled therefore and will be held
on Wednesday, 9 May, at 1430 hours in the DCI Conference Room at CIA
headquarters. It is expected that the recommendations on the crisis
case studies will be distributed to members by 1 May.
3. The proposed changes in the Working Group terms of reference,
copies of which were distributed at the 4 April meeting, will be an
agenda topic at the next meeting. Lt. General Seith has recommended
that the phrase "initiate for NSCIC approval" be used at the beginning
of paragraph 5.c. and that paragraph 5.d. be deleted. Dr. Hall agrees
with General Seith. Dr. Cline, on the other hand, would retain
paragraph 5.d. and add the following at the end of the paragraph:
"Refer papers not requiring NSCIC action directly to the individual
agencies or organizations which the Working Group thinks would find
them useful."
4. With respect to paragraph 3 of the terms of reference,
Membership, Dr. Hall has commented as follows: "...the number of
represen atives is too large for the effective working of a consensus
body. I propose instead that each NSCIC principal appoint one
representative (who, in the case of the DCI's representative would
also serve as Chairman) to the Working Group, and that each representative
be authorized to bring up to two additional people to meetings as
support, when and if required."
