C. 20505 MEMORANDUM FOR: Members of the NSCIC Working Group SUBJECT: NSCIC Working Group Meeting on 4 April 1973 1. The next meeting of the Working Group will be held on Wednesday, 4 April, at 1430 hours in the DCI Conference Room at CIA headquarters. 2. The-:`following agenda is proposed: a. Minutes of the 3 October meeting Approval of the minutes which were distributed to members on 6 October 1972. b. Review of Intelligence Support to NSSM-69 Follow-On This study, subject as above, is a revision of the NSSM-69 paper considered at the Working Group's 13 June meeting. The revised study was sent to you on 12 January with a chairman's memorandum which suggested that the study be discussed at the next meeting, and then that salient points of this discussion and copies of the NSSM-69 evaluation be referred to the production managers for their in-house use. It was the chairman's view that the NSSM-69 study did not identify problem areas which would provide a basis for the drafting of guidance which the Working Group should recommend to the NSCIC for its issuance to the intelligence community. c. Cruise Missile Study Consideration of the "Report of the Committee to Review the Intelligence Products Related to the Cruise Missile Threat," dated 1 February 1973. The chairman disseminated a memorandum on this study, "Review of Intelligence Products Related to the Cruise Missile Threat," dated 26 February. A memorandum dated 14 March in which Lt. The Arab-Israeli Ceasefire of 1970, and Jordan-1970: A Case Std These are the second and third case studies,conducted under Working Group auspices,of intelligence responsiveness in Political/military crisis situaytions. The first, A Case Study of the India-Pakistan Crisis of 1971, was considered at the Working Group meeting on 3 October and a memorandum resulting from the discussion was forwarded to the NSCIC chairman on 5 October. The NSC Staff Secretary obtained comments from the NSCIC members and an NSCIC meeting was scheduled for 29 November to discuss committee action on the paper. This meeting was rescheduled several times and then cancelled. The Jordan-Palestinian Fedayeen study was sent to you for review on 26 February, along with,a chairman's memorandum proposing a course of action. This was followed on 12 March by a memorandum concerning the study, prepared by Andrew W. Marshall, who had monitored the study group effort. The Arab-Israeli ceasefire study was forwarded to the members on 2 March, together with a chairman's memorandum which suggested the three crisis studies be considered together as a package as basis for preparation of a set of follow-on recommendations. The chairman's memorandum of 2 March proposed that this problem be assigned to a task group, following the Working Group discussion, but I expect, instead, to forward to you before the end of this week a suggested draft memorandum, setting forth the lessons learned from these studies and the consequent' guidance which the NSCIC should consider for issuance to the intelligence community. Hopefully, this draft memorandum can be used as the basis for our discussion at the 4 April meeting. e. Progress Report on the Yugoslavia Study Initiation of this study was approved by the Working Group at the 3 October meeting. Mr. Marshall will report on its current status. f.
