The following comments, keyed to the agenda of the NSCIC Working Group meeting on 3 October, are proposed for your background use. 2. Minutes of the 6 July meeting I have no word of any proposed changes to the minutes, and expect they will be approved without amendment. 3. India-Pakistan Study I have received no reaction to Andy Marshall's memorandum from any member. Rather than have any further study time devoted to this particular subject, I suggest that, if possible, any proposed changes be approved or rejected at the meeting and that at the close of the discussion you recommend approval of the memorandum and the forwarding of both the memorandum and the study (without its appendices) to Dr. Kissinger. I suggest you make the following two comments on the memorandum: Reference Para 2: Andy states that "The Working Group itself is initiating a detailed analysis of lessons learned with a view to preparing recommendations for improved procedures." This has not yet been initiated. I suggest you propose that specific responsibility for this effort be given to Andy, and that the minutes so indicate. Reference Para 5: To make this paragraph comparable with paragraphs 4 and 6,. The NSCIC might consider and give guidance to the intelligence community as to: -- A desired means of flagging top priority intelligence data and judgments which are meant for the personal attention of key top officials particularly during crisis periods. -- The need for some special means of presenting key judgments, perhaps using executive summaries intended especially for the personnel who are involved in making policy and operational decisions. -- Planning for a real-time study of the handling and use of intelligence inputs in the NSD decision-making process during the actual evolution of a crisis situation." 4. On-Going Studies Mr. Marshall should be asked to report on current status of the NSSM-69 report and the three on-going crisis studies. Dr. Hall should be asked to report on the cruise missile study he is conducting. The agenda does not mention Dr. Hall's comments because in order to get it to the members on time the agenda was disseminated before we received a response to our query to Dr. Hall's office as to whether he would make a report on his study. 5. Studies of intelligence production Dr. Cline should be requested to comment on his proposal. I think the most important aspects of the discussion of this agenda item should be (1) Working Group approval of the three topics and assignment of responsibilities for conduct of the studies and (2) indication by Working Group members as to the extent to which their organizations could make money available for contract assistance from experts from outside the Government. Since these studies are to comment on the adequacy and quality of intelligence coverage on these topics, I.-think it will be important that comments be elicited from either consumers or consultants from outside the intelligence community. 6. "Manpower and Cost Trends in U.S. Intelligence Production, FY1966 - FY1973" While members should ba encouraged to comment on any aspects of the study they choose, I suggest that attention be primarily addressed to pages 16 - 18 which contain the summary and recommendations. I suggest 2 Approved For Release 2001/08/14: CIA-RDP84B00506R000100050007-3 Mt J ,4 Approved For Releg3 2001/08/14: Ct B00506R00010p0500P7-3 that if paragraph 21, which contains the recommendations, is approved you propose that these recommendations be forwarded by you on behalf of the Working Group to the DCI with the suggestion that he pass them to the directors of major intelligence programs as guidance. If the comments of the Group are generally favorable I suggest that, at close of the discussion you propose that the minutes show the study was approved by the Working Group. 7. Survey of current intelligence publications I suggest that discussion of this topic be opened by your reporting that the DCI, after his review of the study sent to Working Group members, indicated two actions: a. A letter to the heads of the major production organizations (INR, DIA, NSA, DDI and DDS&T) requesting that they: " ..examine the inputs to the referenced survey to determine, whether any of the collection and production requirements which are the justification for the publications listed in Annex A of the study should be revised or eliminated on the basis of our current perceptions of the intelligence required to meet U.S. security and policy needs, and whether any of the requirements for timeliness of reporting can be reduced without sacrifice of mission effectiveness. The review should also include an examination of current dis- semination of the various reports to insure that "need to know" guidelines are being utilized." b. A letter to Dr. Kissinger as Chairman of the NSCIC requesting: "...an expression of policy guidance to confirm whether the President and his advisors consider that the present scope and character of current intelligence coverage is in keeping with today's U.S. security and policy interests." I suggest that you make no mention of the third DCI action, the request to the DDI that he reexamine the dissemination of the various versions of the Central Intelligence Bulletin. After you report on the actions taken by the DCI, I suggest you invite comments particularly as to any other type of follow-on which any member considers appropriate. In my view, the actions already initiated by the DCI are all that is required, but in order to avoid possible impression that Working Group response has been pre-empted by' Approved For Release 2001/08/14: CIA-RDP84B00506R000100050007-3 Approved For Release 2001/08/14 : C1A=RDP84B00506R0001000500p7-3 by the DCI, I suggest you be receptive to any additional proposals. For purposes of the minutes, I suggest that at close of discussion of this study you recommend that the minutes show that it was approved by the Working Group. 8.
