It is proposed that the next meeting of the NSCIC Working Group be held at 1030 hours on Wednesday, 2.9 January 1975 in the White House Situation Room. 2. The agenda will be as follows: a. Briefing on the National Intelligence Officers Mr. George Carver, Deputy to the DCI for National Intelligence Officers, will discuss the functioning of the NIO system. The 11 NIOs are personal representatives of the DCI for liaison with senior intelligence users and to ensure the production of national intelligence which is responsive to the needs of consumers. Each NIO has responsibility for a specific geographic area or topical subject, such as Economics and Energy. Appointment of the NIOs followed dissolution of the, former Board of National Estimates. Several Working Group members have suggested that background briefings related to the mission of the NSCIC would be of value. Mr. Carver's briefing will be the first of such presentations. It is proposed that the Working Group be provided an information briefing at the start of each of the next several meetings. Substantive objectives for the DCI'a Objectives for the Intelligence ommunity 'for PY-19 Attached is a list of the five substantive objectives contained in the DCI's 'Objectives for the Intelligence Community for FY-19711.' These five, plus four management objectives, are the total list of objectives for the current year. The PY-1975 substantive objectives were the basis for the 69 Key Intelligence Questions for FY- 1975. Each Working Group member is requested to bring to the meeting his proposals for substantive objectives for FY-1976. Each member should propose no more than five objectives, which would represent his views as to those matters on which high quality intelligence inputs are expected to be required in FY-1976 on matters of the greatest policy import. It is proposed that the Working Group agree on a listing of five substantive objectives which can be submitted to the MSCIC for approval and forwarding to the DCI. d. The Omnibus NSCID An omnibus National Security Council Intelligence Directive (NSCID) which codifies, at the Secret level, the eight existing NSCIDs and includes coverage of several matters not now dealt with in any NSCID, such as the Defense Intelligence Agency and national recon- naissance activities, has been prepared under the auspices of the DCI. At its meeting of 23 August 1974, the NSCIC approved the concept of an omnibus NSCID and directed that a USIB-coordinated NSCID be submitted to the NSCIC Working Group for development of a recommendation to the NSCIC. Approved For Release 2001/08/14: CIA-RDP84B00506R000100050063-1 Approved For Release 2001/08/14 : 4B00506R000100050063-1 The draft omnibus NSCID was considered by the USIB on 5 December 1974 and the then-outstanding issues were settled except for a reservation taken by DIA pending drafting of further inputs on Defense intelligence organizations which it intended to submit. The DIA proposals have been forwarded to the DCI and are being reviewed. The timing of USIB consideration of the DIA proposed changes and additions is still uncertain, but since the USSR--coordinated document is to be referred to the Working Group, it is considered timely to acquaint the Group with the document. Accordingly, it is proposed that a brief discussion be held on 29 January concerning the document, its genesis, its purpose, its contents and any issues considered pertinent to the development of a Working Group recommendation. // Samuel V.
