1. (IJ) In response to your memorandum of 2 November 1974,
the following comments are proposed as 'a basis for
discussing intelligence :responsiven:ess to cansu~-ner needs.
2. (C)" The members of the reconstituted NSCIC ~~7orl~ing
Group are :asked to contribute to a critir~ue, which -will
serve as a basis for a future work program for the
Working Group. Tt is submitted that a critique of this
nature may be premature :for the reconstituted ~lorking
Group, "because the criti~~ue presumes an ac~rareness, which
may be lacking, of the organization, methods, and cur-rent
efforts. throughout the intelligence community.
3. (S) As a basis for coirtlrnon understanding and a better
knowledge from which to express candid views,"it is
recommended that the NSCaC Working Group be afforded
background briefings.- These briefings given by members
of the intelligence comm~.~nity during monthly meetings
of the. Working Group,"could include, but need not"ke
limited to, ,these subjects.
