The President's memorandum of 5 November 1971, "Organization
and Management of the U.S. Foreign Intelligence Community,"
established a National Security Council Intelligence Committee
(NSCIC) to "give direction and guidance on national substantive
intelligence needs and provide for a continuing evaluation of
intelligence products from the viewpoint of the intelligence
consumer.11 "
The NSCIC held its first (and only) meeting on 3 December 1971.
One action resulting from this meeting was the establishment of
an NSCIC Working Group to carry out the staff work for the NSCIC.
The NSCIC Working Group, under chairmanship of Bronson Tweedy,
D/DCI/IC, held its first meeting on 13 December 1971, and has met
a total of six times, the last meeting being 3 October 1972.
The NSCIC Working Group has completed eight studies and has
four others in work. It has sent one study to the NSCIC, A Case
Study of the India-Pakistan Crisis of 1971, with a covering
memorandum requesting NSCIC guidance. The Chairman, NSCIC, asked
the members for written comment on the study and it was to be an
agenda item at their 1 December 1972 meeting, which was cancelled.
No reply has been received by the Working Group from the NSCIC to date.
