MEMORANDUM FOR THE CHAIRMAN AND MEMBERS,
NATIONAL SECURITY COUNCIL INTELLIGENCE COMMITTEE
SUBJECT: DCI Proposal to Declassify "the Fact of" Satellite
Reconnaissance
1. Refrence is the Chairman,NSCIC memorandum of 10 October to the
NSCIC members, subject "Pction Program for the NSCIC Working Group."
Among other things, this memorandum tasked the Working Group to review
the DCI letter of 21 August on "Modification of Security Classification"
and make a report to the NSCIC.
2. This review was accomplished at the Working Group meeting
of 30 October. The discussion included consideration of the Secretary of
Defense letter of 22 Pugust which commented on the DCI proposal,as well as
the DCI memorandum.
3. The Working Group considered the DCI had well summarized the pros
and cons of the issue in his memorandum and it concluded there is little
to be gained and much that could be lost by declassifying "the fact of"
satellite reconnaissance.
4+. The Working Group recommends that the NSCIC approve retention of
the present Secret classification on "the fact of" satellite reconnaissance.
