r pu, t.. 1 Approved For Release 2003/121 - 84B00506R000100120009-3 23 May ] 975 25X1A9A TALKING PAPER FOR: D/DCI/IC SUBJECT: New Commitments to the NSCIC Working Group 20 May ]975 Meeting 1'. You suggested future high-interest presentations. Comment: I suggest MBFR which was another topic listed b Ellsworth and have sounded out done; perhaps just for appearances it should be DIA. 2. You promised that the objectives would be passed back from the DCI through the NSCIC WG to NSCIC in "4 or 5 days." Comment: It should be sent out with the agenda and the WG invited to add comments in a covering memo to NSCIC. 3. You expressed the hope that the paper on explicit uncertainties might be ready by the next meeting. Comment: have drafted portions. which could be circulated to Ellsworth in a week on a straw-man basis. The MBFR presentation L1~1 highlight that aspect of the problem. 4. You promised RADM Hilton that we would draft Terms of Reference for the Working Group (and Intelligence Panel) Approved For Release 2003/12 413 ILLEGIB al)m 25X1 deem 1-- 1 , Approved For Rely 2003/12/09 : C A-RDP84B00506ROQ00120009-3 ? ~' and send them around "in the next few days." Comment: These also should be sent out with the new agenda and draft minutes. 5. You promised Mr. Collins of the Treasury that you would send him a list of the locations of Comment:25X1A3C I am sending this separately to Treasury today. 6. You promised Ellsworth (and the others) the IC Staff Post-Mortem on the October 1973 War. Comment: Registry is G0 requesting 15 more copies from the print shop. We can send these out next week. 7. You agreed with.Ober's request that the Post-Mortem on the Mayaguez receive "formal distribution to NSCIC through p Ql the Working Group for staffing." Comment: You will have to interpret this broadly--i.e., as an exercise rather than formal coordination--since the paper is now going from the DCI to the NSC. 8. You promised a memorandum to the Group on who writes, who contributes to, and who reviews the Family of Guidance documents. Comment: I will pull together with advice from MPRRD. 9. You promised to send a brief statement of concern on behalf of the Working Group to the NIOs, regarding the time lag in issuance of DCI Guidance Documents. Comment: Mr. Ober makes the point that, with the schedule continually slipping, the consumer gets little opportunity to make an input, for Approved For Release 2003/12/09 CIA-RDP84B00506R000100120009-3 2 Approved For Rel%U 2003/12/09: CIA-RDP84B00506R0 0.100120009-3 example in drawing up the KIQs. However, said 25X1A9A .that "the KIQs don't count; everything can be counted as the KIQ; the end product counts; consumers should review the end product." RADM Hilton's memo lobbying for tie-in with DOD budget cycle is reasonable from his point of view, but statement of concern I am drafting will try to accommodate all three views. The statement then should go as a cover memo on the Perspectives comments to the NIOs. 10. You promised to revise the Major Products Document and issue it as an IC Staff finished publication. Comment: has been informed of suggestions for revision. You might want to consider whether this ought to be incorporate into the Family of National Intelligence Guidance Documents. 11. You owe Ober a response on his follow-up memo on Arab-Israeli intelligence problems. Comment: Hartmann of ?NSC can provide Focus B and Discussion to Ober now or, in final form, in "about 10 days." It will go through us. I advised Ober lby telephanei ti_t_-5,q,415 (t.L t . s Vtn 0,7,P .12. The CCo d sm1n me o of 21 May will require a separate response drafted by us. Comment: We should discuss this item by item, since he cannot be accommodated on all of these requests.
