THE JOINT CHIEFS OF STAFF WASHINGTON, D.C. 20301 J5M 1.1 3 7 - 75 17 July 1975 MEMORANDUM FOR THE CHAIRMAN, NSCIC WORKING GROUP Subject: Proposal for Evaluation Program 1. At the 2 July 1975 meeting of the NSCIC Working Group, Mr. Ober, NSC Staff, tabled a proposal to set up a task force or subcommittee of the Working Group to conduct a systematic evaluation of intelligence products. Following discussion, you solicited views on the proposal and suggested that members nominate representatives to develop the draft TOR and a proposed program. 2. The draft TOR will reflect the views of the Working Group principals, so detailed comments seem unnecessary at this time. However, it is noted that the outline proposes a review of the products at a level commensurate with the level of authority and responsibility of the NSC principals. This is appropriate tasking. If the Working Group undertakes such an action program, they should strive to review the adequacy and completeness of the documents disseminated at the highest level of the government without becoming mired in judgments about lesser supporting documents and the capability of individual analysts. 3.
