SUBJECT: NSCIC Working Group Action Program on the
Evaluation of Intelligence Community Product
In my memorandum to you on December 10, 1974, I pointed out the advisability
of establishing a subcommittee to conduct a systematic evaluation of the product
published by all members of the Intelligence Community. I have raised this
same suggestion at subsequent meetings of the Working Group as well as in
personal conversations with you.
At this time, I propose the addition of the following agenda item for con-
sideration at the Working Group meeting on July 2, 1975:
Working Group Action Program - Evaluation Subcommittee
A proposal from Richard Ober will be presented to the members for the
establishment of a task force or subcommittee, similar in composition to
the Working Group, as a first step in our efforts to conduct a systematic
evaluation of Intelligence Community product. The initial assignment for
this group will be the evaluation of the Community's current intelligence
publications. An outline of this evaluation project is attached.
I would appreciate it if you would distribute the attached action program
outline with the revised agenda, so that all members will have a chance
to review the proposal before the meeting.
