This responds to your request for comments contained in your memorandum IC 75-2454 of 30 July 1975. 2. It is my opinion that the Terms of Reference (TOR) of the NSCIC Working Group should empower the Chairman, with the approval of the members, to establish ad hoc subcommittees/panels as required to sup- port specific functions of the Working Group. This would obviate the revision of the TOR each time a subcommittee/panel is established or dissolved. :3. I propose that paragraph 4.c of the proposed TOR (concerning the Intelligence Panel) contain the clause "to advise the Working Group as required" vice "to provide intelligence support to the efforts of the Working Group". 4. I share your opinion concerning Mr. Morell's proposal that the NSCIC Working Group should"make recommendations for improvements in 'intelligence structure and organization". In the present atmosphere, it would be unwise to have the Working Group engage in activities beyond those authorized the NSCIC in NSCID No. 1. D. P.
