Action Program for the NSCIC Working Group
At its last meeting, the National Security Council Intelligence Committee
assigned various actions to the Working Group. The tasks detailed in the
attached action program should be completed by the Working Group for
consideration at an early meeting of the NSCIC.
In keeping with the mission of the NSCIC, the Working Group is being
reconstituted as a group of "intelligence users" with representation limited
to one member for each NSCIC member. The DCI's representative will be
the only "intelligence producer" on the Working Group and will provide
any contributions needed from the Intelligence Community.*"- Major General

ACTION. PROGRAM FOR NSCIC WORKING GROUP
A enda item. 1: Perspectives for Intelligence, 1975 - 1980
Each Working Group member is requested to provide General
Wilsor_"within 10 clays his comments as to any policy issues identified
in the paper which should be called to NSCIC attention. General Wilson
will consolidate these comments and submit them to the Working Group
members for concurrence and/or consideration at a Working Group
meeting as appropriate.
11 enda item 2: Ike Intelli ;erice Questions for FY 1975
Working Group members are requested to provide to General Wilson,
within ten days, any comments or suggestions on the Key Intelligence --
Questions.
The Intelligence Community Staff will prepare a report concerning
warning intelligence and the handling of information in pre-crisis and
crisis situations. This report will be considered by the Working Group
prior to submission to the NSCIC.
A da item 3a: Intelligence Resources Over. view
The Intelligence Community Staff will prepare a report for consideration
by the Working Group on the "people problem which has arisen as a result
of major reduction in personnel strength of the Intelligence Community
over the past several years, with particular attention to the impact this
has had on the availablility of skilled analysts. Proposed actions which
could improve the outlook for dc.veloprnerit and improvement of the analytic ILLEGIB
force in key arras will be irn,cluc7.ed, The Working Group is to prepare
recommendations for submission to the NSCIC concerning the above
report and any other resource matters considered appropriate.
Agenda item 313- Pencling I egislation
The Working Group will undertake follow-up on the legislation pro-
posed by the ICI to amend he National Security Act of 1947 in. order to
enhance the protection of intelligence source: and methods. The Working
Group will prepare recommendations for the NSCIC as a priority matter.

Aacuda item 3c: Proposed "Omnibus" NSCID
With NSCIC approval of the concept. of an Omnibus NSCID to replace
all of the existing NSCIDs and codify existing relationships in the
Intelligence Community, a special Task Group is being formed to develop
a USIB-coordinated version of the Omnibus NSCID. The coordinated
NSCID will be submitted to the Working Group for development of a
recommendation to the NSCIC. Completion of the project is expected in
October.

This item was not considered at the NSCIC meeting. A progress report
on the Secretary of Defense/DCI project now underway on this problem will
be reviewed by the Working Group for su.brnission to the NS(-'1'1C at its next
meeting

The Working Group will review the DCPs letter of August 22, 1974,
on this subject and make a report to the NSCID.
