Suggested Addition to the FY 197b DCX Resource Management O"bjectives
The current objectives tend to focus on the Intelligence Community's
view of itself, rather than on the user's view. Both perspectives are
essential management resource objectives. It is suggested that the
following objective be added to the five already in the existing" draft.
"Objective No, b
Survey the attitudes of users of intelligence to determine their
feelings as to the adequacy of the intelligence data received, and as to
gaps in the quality or coverage of the intelligence data provided. Identify
and correct problems in the flow of intelligence information to the user,
and in the user's ability to make his requirements known on a timely basis.
Identify and correct areas where compartmentation within the intelligence
c.ammunity may limit the quality or comprehensiveness of the data provided
to the" usex. Provide support to efforts to develop new analytic or ~.nade{l-
ing techniques that use intelligence to .ensure a suitable interface between
the development of new planning and analysis techniques and the ability to
px?ovide the intelligence support required. " ?
