MEMORANDUM FOR: D/DCI/IC
SUBJECT: DDI's Comments on Background Materials
for New Chairman of NSCIC Working
Group
1. In his capacity as a member of the Intelligence
Panel, Dr. Proctor has commented on the package you sent
to the Panel. He is the first Panel member to respond.
2. His general reaction is that these are "good
papers." He calls particular attention to his marginal
notes on page 4 of your draft memo to General Scowcroft
and on page 3 of the draft Terms of Reference for the
Working Group.
3. His first note appears alongside the paragraph in
which you take issue with Mr. Morell's proposal that the
NSCIC Working Group make recommendations for improvements
in intelligence structure and organization. He has under-
lined your sentence "I oppose it" and added "Right!" He
has then said: "Sam: I think you should have a ready ex-
planation of how th NSC itself handles the question of over-
seeing the Intelligence Community including 'improvements in
intelligence structure and organization' and other things
like new NSCID, etc. The answer could be USIB, IRAC and
ICS."
4. Secondly, in the draft TRs, to the three functions
already mentioned for the NSCIC Working Group, Dr. Proctor
adds two more:
"d. Educate consumers as to the Community's
capabilities to provide intelligence to consumers,
etc."
"e. Serve as a forum for consumers to express
generic needs and comments on services provided by
intelligence."

.5. I recommend accepting Dr. Proctor's suggestions,
with some minor editorial fixes. After we hear from one
or two others on the Intelligence Panel (especially D/DCI/NIO)
I believe you can start negotiating the draft package with
Dick Ober.
