MEMORANDUM FOR: Members of the Intelligence Panel of the
NSCIC Working Group
SUBJECT: Background Materials for New Chairman of the
NSCIC Working Group
1. Effective July 1975 I have relinquished the Chairmanship of
the NSCIC Working Group to Lieutenant General Brent Scowcroft, USAF,
Deputy Assistant to the President for National Security Affairs. I
welcome this development as a. potential means of providing the users
of intelligence a meaningful voice for improving the intelligence
product.
2. In order to assist the new Chairman I have drafted a position
paper on the Working Group, terms of reference for it, and a tentative
agenda for the next meeting. These are attached; so also is a draft
of the minutes of the most recent Working Group meeting.
3. I would appreciate your comments to me either in writing or
by telephone as soon as possible, so that General Scowcroft can proceed
with convening the next Working Group meeting. It would be desirable in
my view that this meeting take place early rather than late in August.
