MEMORANDUM FOR: Members of the Intelligence Panel
of the NSCIC Working Group
SUBJECT Agenda for a Meeting on 10 March
1. It is proposed that the Intelligence Panel meet
at 1400 hours on Monday, 10 March, in the Intelligence
Community Staff Conference Room, Room 6E0708, CIA Headquarters.
2. This meeting will be preliminary to a NSCIC Working
Group meeting to be held 12 March. A copy of the proposed
Working Group agenda is attached. (TAB A)
3. The Intelligence Panel meeting will deal with
two matters:
a. Guidance from the NSCIC to the DCI.
Attached at TAB B is a strawman on this
subject which I propose we discuss, amend
as necessary, and agree upon at our 10 March
meeting. The NSCIC is charged with providing
guidance to the Intelligence Community, so
it is important that we develop a paper out-
lining as specifically as possible the kind
of guidance which the DCI and the Intelligence
Community can most profitably use. My
presentation on this matter at the NSCIC
Working Group meeting on 12 March will depend
on the results of our discussion on 10 March.
b. A proposed program for the NSCIC Working Group.
Activities of the Working Group to date and the
specific projects proposed for inclusion in the
Working Group program will be presented for
