COMMENTS ON 23 OCTOBER 74 DRAFT MEMORANDUM FOR THE
CHAIRMAN, NSCIC, ON THE SUBJECT OF "INTELLIGENCE WARNING"
a. Page 5, Para. 11: "The community's strategic warning
mechanism (the Watch Committee of USIB and the National Indi-
cations Center) is in the process of being revised. In its
new form it will consist of a small national-level oversight
committee and a small staff warning staff consisting of analysts
drawn from the major production elements of the community. The
committee chairman will be responsible directly to me but will
aae~~-le-eleee-eee~~le.a~le~-~al~h-the-spee~allse~-wa~~l~g-s~eeh-
alexi~s-e-the-~epa~ee-e-Deese also be intimately tied to
the warning mechanism and procedures of the Department of De-
fense as well as the anticipated improvements in the National
Military Intelligence Center (NMIC). To meet these criteria,
the Deputy Director of the DIA for Intelligence will be desig-
nated as the committee chairman and the warning staff will be
attached to his organization and collocated with the NMIC. The
vice-chairman will be a senior CIA representative, nominated by
the DCI, and serving simultaneously as the senior member of the
warning staff.

draw from and question the existing community assets. The
warning staff would also produce a daily "temperature readin
of the warning situation. The temperature reading would be
a measure of the current levels of activity against levels of
past activity and express judgments in degrees of probability.
d. In addition, the following is suggested as another
sub-paragraph to paragraph 15:
"H. The DIA, National Military Intelligence Center
modernization plan, automation of the intelligence data base,
improved communications, and collocation with the National
Military Command Center."
