SUBJECT Nominee for'EIS Chairman
15 DEC 1975
1. In a letter to the Director (attached hereto)
Secretary Simon writes he is "assigning" Gerald L. Parsky to
be Chairman of the Economic Intelligence Committee of the
NSCIC. Since, you, as chairman of the parent committee, are
the authority as to who should chair the subcommittee, we
interpret Mr. Simon's choice as a nomination.
2. There are several points that are relevant to this
matter. The EIS is merely a reactivated Requirements Advisory
Board, which, when established in 1973, was chaired not by a
Treasury official but by the'Executive Director of the White
House Council on Economic policy. In a note to William
Morell in July 1974 the Director suggested it would be
appropriate for a Treasury representative to serve as EIS
Chairman, "given the particular focus on my Key Intelligence
Questions for this year..." (our underlining). However, we
note that Mr. Parsky is not Mr. Charles Cooper's successor
within Treasury. Moreover, there is nothing sacrosanct
about Treasury's chairing. this subcommittee. Indeed, we
believe that others such as the incoming Assistant Secretary
of State for Economic and Business Affairs, Joseph A.
Greenwald, should at least be considered. Mr. Greenwald
will be responsible for international. finance and development,
international trade policy, international. resources and food
policy, transportation and telecommunications, and commercial
affairs, which covers the whole range of international
economic issues.
3. Fortunately we do not have to make a decision at
this time in response to Secretary Simon's letter. The
future of NSCIC, and its subcommittees, will be determined

by the impending reorganization of the Intelligence Community.
It would, therefore, seem in order to defer consideration of'
Mr. Simon's nominee until a more appropriate time.
