It is my belief that a "U.S. only" policy for procure- ment for CIA computers is fully consistent with our Delegation of Procurement Authority and that it would be fully supported by our oversight committee should the matter be brought to their attention. . The reference to three new CPU"s may need clarification. The first is the one we are committed to ,acquire so we can release a 168 for C21S II development and a 158 for 4C. The second is a replace- meet for the Amdahl V-8 which we have on an expiring 2 year lease. ~_The third will come in at the very end of the year and first payments will not be due until FY 1983.
