SUBJECT: A Private Bill for the Relief of Richard George
I Fecteau and John Thomas Downey
1. On February 5, 1981, Representative Nicholas Mavroules
introduced a Private Bill that would grant tax relief to Mr.
Fecteau and Mr. Downey, former employees of the Agency who
were imprisoned for twenty years in the Peoples Republic of
China as a result of action undertaken by them in the course
of their employment.
2. The bill has not yet been assigned to committee.
It is the same bill that was introduced in the 96th Con-
gress. That bill died due to Congressional inaction.
3. Your comments on this mat P would be appreciated;
STAT please address them to Assistant Legislative
Counsel. Although this legislation has been unsuccessfully
proposed in the past, we believe that it stands a better
chance this year in view of the treatment accorded the hos-
tages on their return from Iran.
