1. In response to the referenced invitation, we are
pleased to nominate Mr. William N. Hart, Associate Deputy
Director for Administration for the 1981 National Civil
STAT Service League (NSCL) Award.
2. Mr. Hart's Agency career, spanning some
has been served with great distinction.
His sustaine outstanding performance has been marked by an
excellent blend of managerial, technical, and conceptual
expertise. His leadership and managerial effectiveness have
been truly exceptional, a great tribute to his professional
competence, intelligence, and integrity, He leads by example,
setting high standards for himself as well as the Directorate.
He has earned the respect, admiration, and loyalty of both
his colleagues and subordinates for his insistence upon equita-
ble treatment for all employees, for his personal openness,
and for his dedication to professionalism. Mr. Hart's numerous
achievements have been repeatedly dramatized in his outstanding
performance appraisal reports. In addition, he has been the
recipient of the Agency's two highest honor awards--the Intel-
ligence Medal of Merit and the Distinguished Intelligence Medal.
Mr. Hart epitomizes the best among federal career executives
and his contributions to the mission of this Directorate, the
Agency and the Federal Government have been outstanding. We
believe Mr. Hart is most deserving-of the recognition which
the National Civil Service League Award would provide..
