MAESTRONE 7 Director, Sinai Support Mission SUBJECTS Future of the Sinai Support Mission The U. S. Government has agreed to provide a military contingent and a civilian observer group (COG) to the Multinational Force and Observers (MFO) to be established by March 20, 1982 to supervise certain terms of the Egyptian-Israeli Peace Treaty in the Sinai and a zone in Israel after total Israeli withdrawal from Egypt on April 25, 1982. After this date, the COG will take over the verification and inspection duties currently performed by the Sinai Field Mission (SFM) and will be the only MFO unit to monitor the entire controlled area. SFM is a joint government- private sector operation directed by the Sinai Support Mission (SSM) established by Presidential Executive Order in January 1976. An early decision is needed on how to organize and support the COG which Egypt and Israel requested be drawn from and operate in a manner similar to SFM. If SSM is to support the COG, amend- ment of the Executive order under which it operates will be required. There is also the question of whether SSM should pro- vide to the Director General of the MFO similar support and Approved For Release 2006/04/21 : CIA9q?4R"?R&820009-5 SECRT11- Approved For lease 2006/04/21 : CIA-RDP84B0089(M000400020009-5 SECRET SECRET coordination with USG agencies such as now furnished to SFM. Alternatively, other arrangements could be considered to support the COG and possibly also the MFO Director General. In any event, recruitment of USG volunteer personnel for COG duty in March/April 1982, if drawn from the foreign affairs agencies as at present, should begin by mid-October. Contractual arrangements to obtain civilian observers with military expertise and any other administrative and logistic support should 'also begin by the same date to ensure a smooth transition from SFM to COG operation. Because several agencies are represented on the Sinai Inter- agency Board which was set up to advise on SSM activities and because of U.S. security assurances to Israel in case of violation of the Peace Treaty, an interagency meeting will be convened on Friday, October 16 at 2:30 p.m. in the White House Situation Room to recommend whether any Presidential action may be necessary-or what other arrangements should be made to deal'with this issue.
