Dear Mr. Casey:
As part of his new emphasis on strengthened cooperation berwle the
private and public sectors, the President has selected the Prec .mnt's
Executive Exchange .'rogram as a key vehicle in this effort.
The purpose of the Executive Exchange, as you know, i7 tc )ffer_
executives from the Federal Government and business a unique oorx -t,inity
to learn from and r-o contribute their expertise to the opposite .i-tor.
The work experience is designed to give the executives i wh 1 and
realistic perspect''ve of the potential and constraints o" tip )the.r
sector and to enhance their abilities to future managemenr ,i r. they
return to their spmsoring agency or firm at the end of the 'r )gram
year. The work experience is complimented by an extensiv~x'tration
program.
The Federal side cr_ the Program has prospered and, because )!- -(fined
selection and placement procedures, attracts superior nominees. it cause
of the complexity of the Civil Service System, however, spec-L,31 j --r mmlems
exist: in particul r, re-entry to C,overnment at the end of the 1 < iange
Year.
In an effort to insure proper recognition of nomination, J and
participation in the Program, we ask you designate Deputy rIirec??.(!- for
Administration, Harry Fitzwater, as Advisor to those -~xc :;fives
