SUBJECT:., Intelligence Capabilities 85 Exercise
1. This memorandum is intended to provide some background,
information on an Agency-level planning exercise which may require
some short--term use of your resources between now and 1 October 1981.
2. In March 1981, Mr. Richard Allen issued a call for an
Intelligence Community estimate of the capabilities that will be
necessary to support U.S. policymakers with intelligence by 1985. An
executive level Steering Group, chaired by the DDCI was formed as was
a Staff Working Group. The composition of each is attached for your
information. The Staff Working Group was charged with defining
intelligence challenges in the 1980's and then with reviewing the
programmed intelligence capabilities and identifying incremental
capabilities needed to meet perceived deficiencies. The group has
completed its identification of nine issues, one of which contains
four subissues. The CIA team leaders who will be responsible for
conducting the review for our Agency have been selected. A list of
the issues and team leaders is also attached.
3. The tentative timetable for completion of this exercise is as
follows:
31 July 81 - completion of papers
4 August 81 - Issue Review by EXCOM

7. DDA involvement includes:
