ACCOMPLISHMENTS AGAINST PLAN: A. Systems Acquisition Phase Prime Contract - The TRW effort in the first quarter was highlighted by the delivery of Burroughs computers to the Development Facility in Torrance, California, and the delivery on 2 December 1980 of a revised Project ana Management Plan which plans for the implementation of the blocked development approach. The extensive effort on system design continued to grow as the design reaches an increasingly detailed level. The technical effort continued principally in the following areas: o System Engineering -- A Block 1 In Progress Review (IPR) was held by TRW on 13 October 1980 at the Development Facility. This review focused on the incorporation of Burroughs hardware and software into the system design. A new version of the A-Specification in which requirements were identified by block number was delivered in November. Other activities took place in the areas of system simulator refinement, availability model revision, drafting of SAFE C&D to external system inter- face specifications, revision of the Intersubsystem Interface outline, completion of the first two sections of the Performance Analysis Document and completion of the first draft of the equipment layout for the CIA site. o Subsystem Development -- Based on the results of the Block 1 In Progress Review held in October, the Block 1 Develop- ment Team initiated detailed planning and initial software design. The planning activity included the division of Block 1 capabilities into three increments. A Block 1 working group was formed to resolve design issues. The Block 1 Development Team also conducted a System Services design walkthrough in December, and issued a draft Terminal Configuration Document. The Block 3 team completed a study of the Burroughs DMS II data base management system to determine the extent of its applicability in SAFE, updated the AIF/DIOBS design, initiated the SAFE D Operational Concept Definition and began the definition of SAFE D conversion requirements. o Communications -- Work continued on the installation of the Wideband Coaxial cable in the CIA Headquarters Building. By the end of December the installation was approximately 60% complete. Other major communications areas included: preparation for engineering testing of the cable system, cryptographic interface and specification development for the CIA communications system, communications hardware development Approved For Release 2006/05/01: CIA-RDP84B00890R000500030080-4 Approved For Release 2006/05/01: CIA-RDP84B00890R000500030080-4 '"W IPW and specification of communications interface to Burroughs equipment. The design for the RF modem for the system was completed in November and three prototype modems were built and installed in the engineering test bed at the Development Facility in December. o ADPE/Materiel -- On 15 December 1980 TRW took delivery of the first increment of Burroughs equipment at the Torrance Development Facility. The delivery consisted of one 7800 global computer, two 6930 midi-level computers and peri- pheral equipment. Installation has progressed satisfactorily with only minor installation problems. A draft Engineering Change Proposal was completed to cover the deletion of printer acquisition from the contract. The CSPO will use this proposal as the basis for a decision as to whether or not to make SAFE printers Government furnished items. 0 System Test -- A draft of the system-level test plan was completed and underwent independent internal reviews by the CSPO and TRW. A first draft of a test evaluation matrix was also completed. B. User Language Development - On 22 October 1980, a user language conference was held at the Rosslyn, Virginia office of CALSPAN, the DIA system development support contractor. The conference was designed to encourage a broad-ranging discussion of various user language issues and to tap the latest thinking of various experts in the field. Participants included CSPO Requirements Division personnel, TRW user language development personnel, representatives of the CIA Office of Central Reference Systems Analysis Staff who are managing the CIA Operational Procedures Development Laboratory, Dr. Jan Ditzian, a user language consultant from CALSPAN, and user language consultant Dr. Oliver Selfridge, of BBN, Inc., and Dr. Richard Marcus, from M.I.T. A white paper is to be published by Drs. Selfridge and Ditzian to summarize the session. II. ACTIVITIES PLANNED FOR THE SECOND QUARTER FY-81: System Acquisition Phase Prime Contract - Design activities will be highlighted by four major design reviews. In January the Initial Design Review for Block 1 Increment 1 will be held, followed by the Conversion Requirements Review in February. The system level Preliminary Detailed Design Review (PDR) will be held in early March followed by a combined Detailed Design Review for Block 1 Increment and Initial Design Review for Block 1 Increment 2. Cable installation will continue at the CIA Headquarters Building. Building and engineering testing of wideband communications and cryptographic equipment will continue at the Development Facility. Burroughs will complete installation of the initial complement of computer equipment at the Approved For Release 2006/05/01: CIA-RDP84B00890R000500030080-4 Approved For Release 2006/05/01: CIA-RDP84B00890R000500030080-4 Vol, Development Facility and turn it over to TRW for operation. Refinement and coordination of the system level test plan will continue. A. Steering Committee - The quarterly SAFE Steering Committee meeting was held on 18 November 1980 at the Pentagon. The next Steering Committee meeting will be held on 25 February at the CIA Headquarters Building. B. Training on Burroughs Equipment - A representative of the Burroughs Corporation conducted a seminar for CSPO personnel on 23 October 1980 to describe the computer equipment they will be providing for SAFE. Burroughs also presented a class on 20-21 November 1980 on DMS-II, the Burroughs data base management system. C. SAFE Terminal - On 9 December 1980, a detailed design review of the SAFE terminal firmware augmentations was held. Representatives of the CSPO, TRW, ODP and Delta Data Corporation attended. A. Block Delivery - The CSPO is continuing to review the new Project and Management Plan. This review will not be complete until some time in February 1981. B. Printer Procurement - Based on its evaluation of the TRW Engineering Change Proposal for the deletion of printer procurement from the contract, the CSPO has decided to issue a change order to accept the TRW proposal. Printers to be installed in user work areas will be procured through competitive procurement procedures. C. DODIIS Protocols - The SAFE-D interface to the DoD Intelligence Information System (DODIIS) is projected to be through the Washington Area Local Network. A meeting was held at TRW during the week of 19 January 1981 to arrive at a mutually agreeable plan for providing DODIIS interface documentation to TRW by 2 April 1981. D. Change Order 18 (Compartmented Mode of Operation) - TRW is to submit a plan during the first week in February which will identify those joint TRW/Government interactions and activities which are required to determine the cost of a compartmented mode of operation for SAFE.
