Dear Ray:
We have read the National Academy of Public Administration (NAPA)
report with interest and are appreciative of the fact that you
authorized the study and subsequently shared the results in an
effort to improve Government efficiency and your Agency's
responsiveness.
Mr. Don Wortman, then our Deputy Director of Administration,
prepared a report for NAPA that detailed this Agency's relationships
and problems with the support provided by the General Services
Administration (GSA). Don forwarded a copy of our study to you by a
memorandum dated 3 November 1980. An additional copy is enclosed
for your convenience.
Our report proposed that specific authorities be delegated to the
Central Intelligence Agency. As the NAPA report now recommends that
GSA delegate to program agencies the authority to perform their own
administrative services under the Office of Management and Budget
policies and GSA rules, the purpose of this__letter is ,to request that.
the authorities identified in our report (summarized in the executive
summary) now be delegated to this Agency.

efficient and responsive.
Mr. James McDonald, our Director of Logistics, STA
has draft proposals of the wording for specific delegations and would
welcome the opportunity to participate with your representatives in
working out a mutually agreeable policy. Again, this Agency commends
you and Admiral Freeman for undertaking this important study.
