1. In a memorandum dated 17 December 1981 prepared by Chief,
Evaluation & Program Design Staff (EPDS), DDO, fornnual Per-
formance Review, the following statement was made:
"It should be noted that L_j management of its FY 81 budget,
Trend Analysis reporting, status of advance accounts, processing of
field office accountings, and responses to EPDS requests for data
have been the most significantly improved of all DO components
during the period under review."

were pleased with the Congressional lifting of Lae "pay cap. Our compliments
to members of Agency management who participated in the effort to bring
this about.
