1. Per your request for background information on the National
Security Medal, the following is provided:
a. The National Security Medal was established by
President Truman via Executive Order 10431 on 19 January
1953. Under that Executive Order's provisions, the National
Security Medal may be awarded by the President (or by such
persons as he may designate) for "distinguished achievement
or outstanding contribution" in the field of "intelligence
relating to national security." The implementing regulations
for the National Security Medal, also approved by President
Truman on 19 January 1953, provide that the, contribution of
recipients of the award should consist of "exceptionally
meritorious service performed in a position of high respon-
sibility."
b. Attached at Tab A is the notification I. received
from the NSC with regard to an NSMI for Mr. Bush.
c. The Executive Order establishing the NSM is attached.
at Tab B.
d. Those who have previously received the NSM is
reflected in Tab C.
e. A draft citation for our current purpose will be pro-
vided next week. Upon your approval, the citation and the NSM
certificate are printed here and returned to you with the
engraved medal.
2. Upon notification of the President's approval, the scheduling
mechanism that exists between the DCI and the President's office takes
over with regard to presentation and invited guests. If there is any
more data that would be useful, please let me know.

SUBJECT: Award of National Security
Medal to DCI Bush
To confirm our informal notification, the President has approved
the award of the National Security Medal to Director Bush and,
wishes to make the presentation at a mutually convenient time
during the week of January 10.
I enclose the approved citation. Will you please forward the Medal
and the accompanying certificate to me. Also will you please give
me an indication of any guests Mr. Bush might wish to have if the
circumstances of the presentation are such that guests may be
included.

Having previously distinguished himself in the service of his country,
George Bush has made an outstanding contribution to the, national
security of the United States as Director of-Central Lntellige.nce, His
? unique background for this assignment included management of a successful.
business,experience as a Congressman, and.service in highly important
diplomatic posts at. the United Nations and iii?t'h& People's Republic of
China. The role of, Director of Central Intelligence has many facets and
George Bush was outstanding in each, as adviser to the President, as ..
leader of the U. S. Intelligence Community, as .spokesman to the Congress.
and as the operating head of the Central Intelligence Agency.
As the leader of the Intelligence Community, he was directly responsible
for major improvements in the allocation of intelligence resources and
for increasing the responsiveness of the intelligence product to the needs
of the policy m-nke rs and operating officials of the Gove rnnment. His
effectiveness as a spokesman, both within and outside the Governrne.nt, did
much to restore America's confidence in its, intelligence agencies,
The achievements of George Bush in improving the.responsiveness and
the overall effectiveness of the Intelligence Community and the Central
Intelligence Agency reflect public service of the highest order, His
influence will long be felt as one of major significance to the accomplishment
of the foreign intelligence mission of the United States Government,

By virtue of the authority vested in me as President of the United States and
as Commander in Chief of the armed forces of the United States, it is hereby
ordered as follows:
1. There is hereby established a medal to he known as the National Security
Medal with accompanying ribbons and appurtenances. The medal and its ap-
purtenances shall be of appropriate design, approved by the Executive Secretary
of the 'National Security ConnciL
2 The National Security 'Medal may be awarded to any person, without regard
to nationality, including members of the armed forces of the United States, for
distinguished achievement or outstanding contribution on or after July 2G, 1941,
In the field of intelligence relating to the national security.
3. The decoration established by this order shall he awarded by the President
of the United States or, under regulations approved by hitn, by such person or
persons as he' may, designate.
4. No more than one National Security Medal shall be awarded to any one per-
son, but for subsequent services justifying an award, a suitable device may be
awarded to be worn with the Medal-
5. 'Members of the armed forces of the United States who are awarded the
decoration established by this order are authorized to wear the medal and the
ribbon symbolic of the award, as may be authorized by uniform regulations ap-
proved by the Secretary of Defense.
6. The decoration established by this order may be awarded posthumously.

RCGCLATIOxs GOVERNING TnE AWARD Or TIRE - ATIOSAL SECCDITY MEDAL
Pursuant to Paragraph 2 of Executive Order 10431. the following regulations
are hereby issued to govern the award of the National Security .Medal:
1. The National Security Medal may be awarded to any person without regard
to nationality, including a member of the Armed Forces of the United States,
who, on or after 20 July 1917, has made an outstanding contribution to the
National intelligence effort- This contribution may consist of either exception-
ally meritorious service performed in a position of high responsibility or of an
act of valor requiring personal courage of a high degree and complete disregard
of personal safety.
The National Security :Medal with accompanying ribbon and appurtenances,
shall be of appropriate design to be approved by the Executive Secretary of the
National Security Council.
3. The National Security Medal shall be awarded only by the President or his
designee for that purpose.
4. Recommendations may be submitted to the Executive Secretary of the
National Security Council by any individual having personal knowledge of the
facts of the exceptionally meritorious conduct or act of valor of the candidate In
the performance of outstanding services, either as an eyewitness or from the
testimony of others who have personal knowledge or were eyewitnesses. Any
recommendations shall be accompanied by complete documentation, including
where necessary, certificates, affidavits or sworn transcripts of testimony. Each
recommendation for an award shall show the exact stains, at the time of the
rendition of the service on which the recommendation is based, with respect to
citizenship, employment, and all other material factors, of the person who Is
being recommended for the National Security 'Medal.
5. Each recommendation shall contain a draft of an appropriate citation to
accompany the award of the National Security :Medal.
