Halifax Daytona Beach, Florida 32018 Re: C.I.A. - Exposure to Agent Orange - Dear Mr. Chappell: According to C.I.A. records inquiry to the Director dated 3 September 1980. On 26 September 1980, the Director of Personnel Policy, Planning, and Manage- ment sent an interim reply. Apparently Public Affairs Office on 29 September 1980 and was advised that the interim letter was on the way. On 2 November 1980 he sent another letter to the Director of Personnel Policy, Planning, and Management stating that he had received no further communi- again spoke with the Public Affairs Office on 18 November 1980 and was advised he would be called on 19 November 1980. On that date, the Acting Director of Medical Services, advised him by phone that the Agency was trying to ascertain if he had been exposed and dis- cussed the status of the U.S. Government effort regarding Agent Orange. The Agency had been monitoring developments in the Agent Orange controversy since the formation of the Health and Human Services Task Force in December 1979. It was ascertained from the Office of Research and Engineering, STAT Secretary of Defense, that Agent Orange was not used in Laos until December 1965, which was well after He was so advised on 22 December 1980 in a letter from the Director of Personnel Policy, Planning, and Management. On 26 June 1981 the Office of Medical Services reconfirmed December 1965 as the date of initial use of Agent Orange in Laos with the Office of Research and Engineering, Secretary of Defense. It should be noted that Agent Orange has yet to be con- clusively implicated as a cause of any medical problem other than a severe skin condition under circumstances of heavy exposure. There is b an unconfirmed association with lymphoma and soft tissue sarcoma which are both cancers. No case yet has been made for an association of Agent Orange with the medical condition reported As requested, the correspondence enclosed with your June 18, 1981, letter is being returned.
