Dear Mr. Laqueur:
This is in reply to your letter of 5 June 1981, wherein
you inquired into the possibility of gaining access to the
series Studies in Intelligence. As you are aware, the contents
of this in-house periodical are classified. Indeed, many of
the articles published in Studies pertain to such sensitive
matters as covert operations and technical collection systems,
which I am required by statute to protect from unauthorized
disclosure.
Requests for access to classified information for the
purpose of historical research are governed by section 4-3 of
Executive Order 12065. The Agency's regulations implementing
this provision of the Order are to be found in Part 1900 of
Title 32 of the Code of Federal Regulations, subsection
1900.61. However, I have been advised that applications of
this type have seldom been approved by the CIA. The last such
approval was in 1974. Because of security requirements and the
resources which would be required of us in terms of escorting
researchers, providing suitable work space, analytical support
and the like, accommodating historical researchers has not been
feasible. Moreover, it is now our policy to consider applica-
tions for historical research privileges only in those
instances where the researchers' needs cannot be satisfied
through requests, submitted under the Freedom of Information
Act or Executive Order 12065, for access to reasonably
described records.
Rather than pursuing this avenue further, you may wish to
write to our Information and Privacy Coordinator,

and inquire into what has been released to date from
Studies in Intelligence. You could then purchase copies of the
previously released material or, as an alternative, make
arrangements to examine the documents at the Agency's reading
room in Rosslyn, Virginia.
