MEMORANDUM FOR THE RECORD
SUBJEECT: Invitation to Appear Before Fairfax County Federation
Of Civic Associations (FCFCA)
1. The President of the Fairfax County Federation of Civic
Associations (FCFCA) has requested a_19- November presentation by the
National Capital Planning Commission (NNCPC) to the FCFCA membership.
The original request was to provide a briefing on the role of NCPC
in the local planning process and to specifically include an
overview of the Ag ency's Mas er__s?lan. a_s_._.a.- coi~tez~xporary exa-tole.
2. NCPC Staff, in turn, contacted the Chief, Building Planning
Staff, DL (C/BPS/OL) on 20 October and asked the Agency to appear
with NCPC and present a Master Plan overview. On 21 October, they
were advised by C/BPS that there was tentative agreement by Agency
management to honor the request. clowever, we advised that we needled
time: to discuss the request with the Dranesville District Supervisor
to assure ourselves no local community problems would be created by
this action. The President of FC,I','CA was subsequently advised by
'CPC Staff that tentative agreement had been reached.
3. On 26 October, NCPC Staff was contacted and advised that
the Agency had reconsidered its position and found the timing of the
presentation inappropriate. - Because the formal :CPC review cycle

4. On 27 October, C/BPS ryas contacted by Nancy Falck,
Dranesville District Supervisor, who advised that a heated exchange
had occurred with the President of FCFCI., who held M. Faick
responsible for the Agency's decision not to participate. The ,end
result of the conversation was agreement by Ms. Falck to request the
Agency to appear to discuss its experience with the ?JCPC process but
not to present the Master Plan. Ns.Falck in turn requested an
expeditious response from the Agency on this modified request.

5. This latest request was discussed with Robert Gresham, NCPC
Staff, who finds this compromise advantageous to all concerned. in
light of this and Ms. Falck's laudatory support of the Agency's
actions to date, Ms. Falck is being advised of the Agency's
agreement to this latest request.
