Dear Mr. Casey:
Your letter of April 29th regarding my decision to bar two CIA
analysts from the recent conference on nuclear proliferation arrived
May 6th. I am concerned that you may misunderstand my motivation in
taking the stand I did, and I hape_this letter will clarify my
actions.
In principle, I have no objections to having representatives of
Central Intelligence--or any other government agency for that
matter--in attendance at symposia, conferences or colloquia in which
the agency may have a legitimate academic interest. Your points on
academic freedom are well taken and shared by me. My decision to
prevent the CIA analysts from attending this particular conference
resulted from my belief that other participants in the conference had
not been fully advised that the two government representatives were
connected with the CIA.
In certain pre-conference materials mailed to participants and
speakers, individuals were identified by title and affiliation. The
CIA analysts, however, were either not identified or merely identified
as "government observers;" this lack of precision was Tulane's error.
When I learned from Professor Brito, shortly before the conference was
to begin, that the "government observers" were, in fact, CIA
analysts, I felt that a serious problem could arise among the
participants over the issue of full disclosure. Such a dispute would
have been embarrassing both to the CIA and to Tulane, sidetracking the
important purpose of the conference.

Let me reiterate that I.am not affixing any blame on the CIA. Rather,
it appears that the organizers of the conference erred in not
completely identifying the "government observers" well in advance of
the conference. By the time I was apprised of their affiliation, I
had no choice-in my judgment-but to disinvite the analysts. If my
actions caused you or the analysts embarrassment, consternation or
inconvenience, please accept my apologies; this was not my intention.
Should you desire to discuss this matter in person, I will be happy to
fly to Washington at our mutual convenience for that purpose.
