SUBJECT: The Philippines Bases Negotiations:
Central Intelligence Agency Support
1. In response to your request for "a flow of assessments"
between now and next April to support the Philippine Bases
Negotiations, I have examined this Agency's plans for supporting
this negotiation and report the following:
-- Agency analysts prepared the attached memorandum
describing the overall situation President Marcos faces
during the coming months. This memorandum condenses a
large volume of finished intelligence prepared, in
part, to support preparations for President Marcos'
recent State visit.
We also are preparing a summary of the 1978-79
negotiations, with an emphasis on stumbling points,
major areas of conflict, and significant issues/aims
sought by Philippine negotiators, but not achieved.
This should be available in a couple of weeks.
