Approved For Release 2009/06/22 : CIA-RDP84GO0457R000100030005-0 MEMORANDUM FOR THE RECORD SUBJECT: 22 December 1982 Meeting: Jim Bush and STAT 1. On Wednesday, 22 December 1982, Jim Bush, Professional Staff Member, House Permanent Select Committee on Intelligence, met with the Director, Intelligence Community Staff to discuss topics of mutual interest. Mr. Bush began by announcing that the IC Staff hearing date was tentatively scheduled for 8 March 1983 from 0930 to 1230 hours. He then philosophized on what he thought the members expected in the way of a presentation. Specifically, he stated that in the past, the members had been confused by the testimony covering the function of the IC Staff. Evidently, the members expected a more dynamic interface between sections of the staff (i.e., NFIB, Tactical, TIARA, etc.). In fact, after one presentation two years ago, Mr. Bush was asked, "What does the IC Staff do?" and "What has the IC Staff done?" Mr. Bush believes that overplayed the resource aspect of the Staff and STAT ignored the duplicity question. In addition, Mr. Bush believes that the "targets and topics" approach got out of hand, and he stated that Admiral Inman felt that, "Bush is micro managing the Intelligence Community." 2. After this initial informal overview of problem areas that Mr. Bush said were still perceived by the HPSCI, he mentioned a proposed agenda for the ICS hearing. He said that the Staff did not have to stick to this, but that it would be very helpful in the context of what he had said earlier. 3. The proposed agenda is as follows: 1.
