MEMORANDUM FOR THE RECORD
Subject: D/ICS Visit With HPSCI
1. On 20 October 1982, the Director, Intelligence Community staff
visited Jim Bush, Senior Budget Officer, HPSCI and Marty Faga, HPSCI, to
discuss items of mutual interest. During the course of the courtesy call, Jim
Bush mentioned the following items:
The 1978 HPSCI HUMINT Study is essential reading in order to
understand the Committee view toward HUMINT Collection.
- Not enough attention is being paid to out year projections.
- The cross program review process must be improved.
- Overseas pay is still a problem.
- Review quality of intelligence production (i.e. SAFE).
- Review Communications
- Review Technical Collection vis a vis other means of collection.
2. In the discussion with Jim VanWagenen, HAC Staff, Jim made the
following point:
- Reprogrammings must be looked at closely (i.e. procedures and timely
notification).
