Stockman Director, Office of Management and Budget Washington, D.C. 20503 Dear David: The Intelligence Community Staff has forwarded its FY 1982 apportionment schedule to the Office of Management and Budget along with a letter from the Director, Intelligence Community Staff, which states the necessity for a deficiency apportionment of to cover the October and January pay raises. I would 25X1 like to ask that you personally see that we receive favorable action on this request at the earliest possible time. 0 25X1 The IC Staff was the only intelligence agency to sustain the 12% cut attributed to non-defense departments. I believe this was a serious mistake. It came at a particularly inopportune time for us because of concurrent Congressional action on the FY82 request. I need your assistance to ensure that the Staff is not require to absorb the pay increases in what is already an unnecessarily austere budget. Failure or delay in funding thel could result in suspension of activities for a month, disrupting operation of vital-intelligence systems or suspending work required for the operation of future systems in which very large investments are being made.
