SUBJECT: Draft IR&DC DCID
1. Attached for your information and initial approval is a revised draft
,DCID for, the IR&DC. The draft has been approved by the Council Chairman (Dr.
and discussed with the Executive Secretary of the NFIB/NFIC (Mr.
Elder).
2. Three changes are incorporated within the draft as well as a
simplification of language. First, the new draft specifies that the functions
of the Council will be guided by the DDCI. This provision is in conjunction
with the delegation by the DCI to the DDCI of the responsibilities for the
management of the Council. Second, the new draft provides for the Council
Chairman to be appointed by the DCI. This provides the DCI the latitutde to
appoint as Council Chairman someone other than the USDRE if this occasion
should ever arise. As you may recall, the Chairmans of the IR&DC has been
held by the USDRE since it was established in 1973. 1
3. Third, the draft deletes the individually named Council membership and
instead states that, "Membership will consist of senior research and
development members of the National Foreign Intelligence Community and the
Department of Defense." This will allow the IR&DC to continue to function
without having to amend the DCID as reorganizations occur within the DoD and
the Intelligence Community and senior research and development responsibilities
are changed. However, the same level of participation will continue with
Council membership. Finally, there are certain changes in the wording of
sections of the draft for simplification. F-1
