SUBJECT: DCI Goals and Objectives for 1984-1990 ^
1. Acti e uested: Your approval of the attached Goals and
Objectives.
2. Background: We are in the process of issuing initial guidance to the
Program Managers to assist them in developing their FY 1984 program and budget
submissions. The first element of this guidance is your Goals and Objectives
for 1984-1990. 0
3. Discussion: The Goals and Objectives provide the vehicle for
transferring the needs identified in the 1985 Intelligence Capabilities Study
into the program and budget arena. They define what is needed over and above
the ongoing program. The Goals and Objectives will be followed by your
program and fiscal guidance for FY 1984-1988 (now being prepared), which will
deal with specific funding and timing issues associated with the Community's
ongoing and additional needs. u
4. Recommendation: That you sign the attached memorandum conveying the
DCI's Goals and Objectives for 1984-1990 to Program Managers.
