MEMORANDUM FOR: Deputy Director for Intelligence
Chairman, National Intelligence Council
Director, Intelligence Community Staff
SUBJECT: Community Production Matters
1. As you know, Bobby has. asked the three of us to propose a
Community charter for the Senior Review Panel and the Intelligence
Producers Council. I had hoped that we could all get together before
my trip to the Far East, but the press of other business has prevented
that. Let me lay out here some thoughts I have had on the Senior Review
Panel, the Producers Council and some other matters. If you have any
problems, we can get together as soon as I get back. Otherwise, you
and my staff can implement whatever seems reasonable in my absence.
2. First, I think it makes sense to move the Senior Review Panel
to the DCI area. It would work closely with each of us, but moving it
out of the DDI would emphasize its Community role. Staffing is likely
to continue to come from CIA (the DDI), but I would like to see a
Community-wide vacancy notice issued for the current vacancy. The Panel
may choose to fill this Executive Director's position with a CIA person,
but from the DCI's point of view I believe the job should be offered to
anyone who is interested within the Community. I will ask someone on my
staff to work closely with the Senior Review Panel to see that they are
supported adequately, and I expect each of you will want to appoint
someone to deal with them on your behalf.
3. The Intelligence Producers Council, composed of representatives
from NFIB production units, will be maintained by the DDI as a service
of common concern to each of us and to the rest of the Community. Bob
will recommend a Chairman and provide whatever support is required for
the Council's staff. The Council will deal primarily with production
priorities and other matters of concern to production elements of the
Community.
4. I propose to have the DCI send something like the attached
memorandum to us implementing the new procedures for the Senior Review
Panel and the Intelligence Producers Council. This could then be cir-
culated to the Community in lieu of something as formal as a DCID.

5. There is only one other Community-related issue of interest to
me with respect to the new DDI organization. The Collection Requirements
and Evaluation Staff (CRES) has provided services of Community concern
with regard to the monthly JRC report and membership on other working
groups such as those processing requests for release of overhead imagery
to foreign countries. At least for the time being, I see no problem.
with CRES continuing to represent the Community in these matters. In
fact, I really do not have much manpower to devote to these issues now.
All that I ask is that whoever represents the DCI ensures that my Office
Directors are informed and their views are incorporated. Usually, the
system works. That can continue, so long as everyone is given a chance
to have his views heard.
