Casey Director of Central Intelligence Central Intelligence Agency Washington,.D.C. 20505 IN REPLY PLEASE REFER TO N# Dear Mr. Casey: The Senate Select Committee on Intelligence will begin the Fiscal Year 1983 budget authorization process in early March. The Committee would like to initiate the process this year with a functional overview of the budget request. This will be followed by a series of hearings which will address a combination of key programs and specific functional areas. Emphasis throughout the hearing process should be placed on long-term requirements, assessing how well the community is likely to be able to meet these requirements, highlighting major gaps and deficiencies in current capabilities, and identifying specific actions necessary to improve performance. We will also want to pursue the relationship between the FY 1983 budget and the improvements identified in the capabili- ties study, as well as the relative priority and cost of planned capabilities improvements over the next five years. A detailed schedule-of the proposed hearings is attached. It would be appreciated if you would make the substance of this letter and the.proposed schedule available to the appropriate officials in-the community.
