Clark Assistant to the President for National Security Affairs SUBJECT: Collection Against International Terrorism REFERENCE: Your memorandum of 22 February 1982, same subject 0 1. Your memorandum cited the President's interest in greater intelligence efforts against international terrorism and called for raising both priorities and resource commitments. This is a preliminary response, and , will be followed by a more detailed answer after a thorough review of activities, plans, and resources concerning this important area. u 2. The attention paid to international terrorism by the Intelligence Community has increased considerably in the past year. The overall priority of this target was raised in coordination with the Senior Interdepartmental Group and may be raised further. Intelligence collection objectives susceptible to human source collection have been identified in a comprehensive National HUMINT Collection Plan on Terrorism (attached). The Plan, which was endorsed by the National Foreign Intelligence Board, was distributed to every US diplomatic mission and consular post as ao rt of an effort to sensitize them to the nature and urgency of the problem.
