SUBJECT: FY 1984-1988 NFIP Guidance

1. I appreciate your interest in the formulation of a National Foreign
Intelligence Program (NFIP) responsive to the President's desire for upgraded.
intelligence capabilities. Issuance of the NFIP guidance is the first step
in soliciting the plans and ideas of the Program Managers which will permit
examination of alternative courses of action. The purpose of this guidance
is to solicit proposals, not to convey decisions. This year the guidance was
keyed to the 1985 Intelligence Capabilities Study that was endorsed at a
National Security Planning Group (NSPG) meeting in December 1981. Later,
when decisions are required, I will ask the SIG(I)- for its advice.
2. I plan to hold a National Foreign Intelligence Council (NFIC)
meeting, in late March or early April, to discuss the relative priority of
new initiatives and examine areas where we can draw down or discontinue
intelligence efforts. NSC representatives will be invited to that meeting.
I believe, this process is vital in rebuilding a balanced ^intelligence program
and I welcome your personal interest in this effort.
