Clark Assistant to the President for National Security Affairs SUBJECT: FY 1983 Enhancements for the FBI/FCI Program Because of the growing and specific threat to the nation from technology theft, which has and can continue to cost billions of dollars to counter, Judce Webster requested and I agreed to an additional ,positions and ~~ for the Federal Bureau of Investigation in the FY 1983 budget submission. Some of the positions requested were to i9 STA backfill foreign counterintelligence resources which had been internally diverted by the FBI to counter international terrorism. Because of the need to control domestic spending, the Office of Management and Budget ruled that any such increase to the Bureau's foreign .counterintelligence effort could come only as a result of decreases else- where in Justice. Such a tradeoff was unacceptable to the Justice Department, and the request was deleted from the budget sent to Congress. I believe that this leaves us with inadequate means to combat an immediate threat and that this conviction calls for putting before the President or the National Security Council the issue of whether this situation requires a budget amendment. I have enclosed a draft letter to .the authorizing and appropriations committees of the Congress who consider intelligence resources. I would be pleased to sign such a letter with the endorsement of the P~ational Security Council.
