MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: Action Assignment from DCI
1. The purpose of this memorandum is to inform you of
the action assignment which the DCI gave us at the conclusion
of our briefing and discussion yesterday.
2. What the DCI has asked us to do, as I see it, is to
develop the outline for a computerized Community-wide system
linking (a) HUMINT intelligence collection objectives in our
Collection Plans with (b) more detailed amplifying requirements
by analysts and consumers to the extent these are needed, and
with (c) collection capabilities. (In developing this outline
we will also endeavor to dovetail our approach with the target/
topic budget system, although this point did not come up in the
discussion with the DCI.)
3. We intend to develop the outline for the concept--at
least for the time being--entirely within the IC Staff. I told
Mr. Casey we would have something for him in about two weeks.
