MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT: Senate Technology Transfer Hearing
Request for Defector Witness
1. The Permanent Subcommittee on Investigation of the Senate Committee
on Governmental Affairs (Wm. V. Roth, Jr., R DE chairs both) is planning to
hold open hearings on the issue of Technology Transfer during the first week
of May. Senator Sam Nunn (D GA), ranking minority member of the Subcommittee,
has directed Investigator Glen Fry to explore the possibility of having a
recent defector testify as to his knowledge of the technology transfer
situation.
2. Mr. Fry contacted the Legislative Coordination Staff of ICS for help
in determining the suitability (and availability) of a Czechoslovakian signals
officer defector who Fry understands from his USAF contacts might be able to
provide significant information at the hearings.
3. The Legislative Coordination Staff has informally checked with the
Chairman of the Interagency Defector Committee, the Chief of the DDI's
Technology Transfer Assessment Center, and the Chief of the Community
Counterintelligence Staff. These officers have dealt with this Subcommittee
in the past, and are aware of Mr. Fry's preparations for the upcoming
hearings.
4. Knowing your interest in this topic, and your close relationship with
Senator Nunn, I thought it best to solicit your guidance before proceeding
further. Do you think that this is a good idea? What level (if any) of
Intelligence Community participation should there be in these hearings?
