Faurer, USAF Director, National Security Agency/ Chief, Central Security Service ti SUBJECT: SIGINT Evaluation REFERENCE: D/ICS Memorandum dated 23 September 1981; Subject: Assessment of the Responsiveness of the SIGINT System to Requirements 1. The joint ICS/NSA Working Group to develop procedures for assessing the responsiveness of the SIGINT system to stated requirements has turned its attention to generating data displays at various levels of aggregation that could be useful at various levels of NFIP management in eliciting judgments about the quality, quantity and timeliness of SIGINT, and in making comparisons of SIGINT responsiveness for various classes of r~uirements. These data displays are shown in Attachments A, B and C. 2. The data to be developed for Attachment A consists of serialized product counts for each kind of reporting, e.g., political, military, economic, etc., by target and requirement priority. Attachment B is similar except that the targets are individual countries rather than aggregates of countries. The "By Country".display at Attachment B is particularly important in eliciting judgments from the all source analysts because there is no organizational standardization among these groups with respect to DCID 1/2. As a consequence any aggregation of reporting by topic may be useful to some analysts but will obscure important information for others. Attachment C provides a record of serialized product produced per month for each SIGINT requirement from which the analyst can estimate the workload that SIGINT reporting presents to him. Even greater delays in the progress of the Working Group are anticipated because of the difficulty involved in generating the data display of Attachment B. Anything that you could do to^alleviate this problem and expedite this work would be appreciated.
