SUBJECT: SIGINT Evaluation

1. The attached memorandum provides a summary of the data that we
are requesting from NSA for use in structuring a SIGINT evaluation.,system.
The members of the Working Group believe that such a memorandum"is needed
to dispel apprehensions within NSA about this effort, and misinter-
pretation of the specifics of what data is being requested. This
memorandum makes no reference to the data previously requested by broad
category of source (see background data for formats) which you discussed
with General Faurer by telephone. This could be included if you like
makin this memorandum a summary of activity in process; however, u
advises against doing so in the belief that it woulff
'opardize
the current efforts on which some progress is being made. 2.
The data requests being made by the Work ng Group constitute a
considerable addition to the workload of the personnel involved. The
time lags associated with our requests to date have been three or four
weeks per request. The magnitude of such delays makes it difficult to
keep to any kind of schedule for this ICS/NSA joint effort. An expression
of concern by you could get additional manpower resources assigned to this
task and reduce these delays substantially.
