SUBJECT: Electronic Countermeasures
Apparently, your staff has been asked to
have you reread this memorandum before your
meeting tomorrow with Gordon MacDonald. If
the subject comes up, which I now understand
is likely, you can say that we appreciate STAP's
interest and are looking into what we agree is
an important problem. I am not sure that STAP's
recommendation for proceeding, contained in
paragraph 3, is exactly what we will do. But,
I am pleased that the Panel apparently took to
heart your suggestion that their studies contain
specific recommendations. This subject is one
on a list of items that I will be discussing
with Gordon shortly. I need to determine if
there is more information that STAP can usefully
provide before we ask individual committee
chairmen to take on the issue.
