SUBJECT: Comments on DCI Production Enhancement Program -
An Assessment
1. We have reviewed the assessment of the Production Enhancement Program
done by the Intelligence Producers Council and generally agree with the
recommendations. Our comments are as follows:
- We agree with the potential utility of the program and with the criticisms
of the past execution of the program. We, therefore, strongly recommend
the tightening of selection criteria, as proposed by the IPC.
- We agree with the observation in the assessment that funding for the
program is inevitably at the expense of other initiatives. We believe this
reinforces the need to tighten selection criteria. It also supports the
recommendation to reduce the funding target However, I also
recommend that, rather than an automatic protection from competition for
resources, any proposed new production enhancement initiatives be looked at
by the DDCI and the DCI alongside other programmatic initiatives which
might have to be foregone by their funding. This could be done in the
final stages of adjusting to a presidentially directed NFIP funding level.
- The proposal to include a small, unallocated fund would increase DCI
flexibility in addressing unforeseen production needs. However, it would
be extremely difficult to justify and defend such funds before OMB and the
Congress given the large production resources in the Community which could
be redirected if priority justified it.
2. This staff was responsible for initiating the Production Enhancement
Program and I continue to believe in the validity of the concept. The changes
proposed by the IPC, if stringently implemented, can overcome some of the past
shortcomings. The IC Staff, as in the past, will work closely with the IPC in
program implementation if you should decide to proceed.
