MEMORANDUM FOR: Acting Chairman, Information Handling Committee
Director, Intelligence Community Staff
SUBJECT: Proposed Telecommunications Study
1. As you know, promoting needed telecommunications upgrades is one
of my high priority objectives. Thus, I bring a favorable bias to the
proposed study.
2. However, as it. now stands, the document is more of a travel plan
than a study plan. The problems of Intelligence Community communications
support are sketched at length. The study methodology takes only slightly
over a page. The methodology section does not give me any idea of how
you will di.stinguish.between important and unimportant problems, how
solutions will be evaluated, where recommendations will come from, or
how any other important methodological issues will be addressed.
3. As I said, I am very sympathetic, and I want to do something
in the area, but before committing a lot of time and effort--and especially
before committing any contract dollars--I have got to have a better idea
of how the work will be done. .
